9. *对投标人的资格要求：

（1）未被国家企业信用信息公示系统(www.gsxt.gov.cn)列入严重违法失信企业名单;

（2）未被“信用中国”网站(www.creditchina.gov.cn)列入失信被执行人名单;

（3）投标人2010年以来应具有出钢量≥150t水平废钢预热电炉投产运行3年以上的业绩；

（4）投标人2010年以来应具有采用DRI为原料生产的电炉成套供货业绩；

（5）本项目不接受代理商投标；

（6）由于项目复杂、技术要求高，任何投标人希望参与本项目的，均应在开标前与招标人联系开展技术交流并签订技术协议，未能签订技术协议的投标人，其投标将被否决，若签订的技术协议与招标文件有差异时，以招标文件为准。联系人：孙先生 021-26644345。

4. Time for purchasing Tendering documents: Starting from：2023-02-10 to 2023-02-17 (Beijing time).

9. *Requirements of Bidder’s qualification：

（1）Not listed in the list of serious illegal and dishonest enterprises by the national enterprise credit information publicity system (www.gsxt.gov.cn)(if applicable)；

（2）Not listed in the list of dishonest persons to be executed by the "Credit China" website (www.creditchina. gov.cn) (if applicable)；

（3）The bidder shall have the history of producing horizontal scrap preheat furnace ≥150t which has been put into operation for more than 3 years since 2010；

（4）The bidder shall have the history of supplying complete sets of electric furnaces producing with DRI as raw material since 2010；

（5）Bids from agents are unacceptable；

（6）Due to the complexity, high technical requirements, any bidder wishing to participate in this project shall contact the tenderee for technical communication and sign the technical attachment before the bid opening. Bids from bidders who fail to sign the technical attachment will be rejected. In the event of difference between the signed technical attachment and tendering documents, the latter shall prevail.
